. Senate Shelves Child Safety Seat Legislation (04/08/02)
JEFFERSON CITY - The Missouri Senate heard and shelved a bill that would require tougher regulation for child safety seats Monday afternoon.

The bill by Senator Goode of St. Louis mandates children under 40 pounds to sit in safety seats, and children under 80 pounds to sit in booster seats.

The fine for violating the law would remain at $25.

    . Ted Farnen--A State Representative With A Sense of Humor (04/05/02)
    JEFFERSON CITY - Ted Farnen suggested an amendment to a budget bill, making fun of Representative Craig Hosmer.

    Hosmer tried to find money for alcohol and drug control by raiding the state courts' budget. After state judges voiced their displeasure, Farnen proposed the amendment.

    Hosmer said the amendment was "marginally funny."

    . Senator Says Foundation Formula Likely Won't Be Fully Funded (04/05/02)
    JEFFERSON CITY - Senator John Russell, Chairman of the Senate Appropriations Committee, says public schools probably won't get all the money they were promised by the state government next year.

    He says the government probably cannot fully fund the foundation formula at the expense of other programs.

    . The state's budget clears the House - absent the governor's call for using the emergency reserve funds. (04/05/02)
    JEFFERSON CITY - Missouri's House held a rare Friday session to finish work on the state's operating budget.

    Absent from the budget package is diverting funds from the state's emergency reserve funds as proposed by the governor. House leaders decided to put that issue off until Monday.

    The budget provides full funding for the state's formula for funding local schools, but imposes cuts in many other state programs. The Senate Appropriations Committee chairman predicted the Senate would take an alternative approach -- making budget cuts across the board including funding for local schools.

    . Rainy Day Fund Waits Until Monday (04/04/02)
    JEFFERSON CITY - Missouri's House has finished all of the operating budget--except for the controversial Rainy Day Fund proposal.

    The House put off debate on the issue until Monday so it could work on bills with a Friday afternoon deadline.

    JEFFERSON CITY - Senator Sarah Steelman has introduced a resolution that urges Major League Baseball to implement economic reforms--or else face the possibility of not getting stadium funds from the state.

    . Senators speak out against KOMU cuts (04/04/02)
    JEFFERSON CITY - The Chairman of the Senate Appropriations Committee voiced concerns over $500,000 cut to the University of Missouri's budget over a patriotic ribbon policy at KOMU-TV.

    Senator John Russell said he strongly opposes the policy, which prohibits MU students at the university-owned NBC affiliate from wearing the American flag or memorial ribbons while on camera. However, Russell said he thinks the university should not be punished for the policy.

    The House voted Wednesday to cut $500,000 from the state appropriation for the UM System in protest of the policy issued Sep. 17 by KOMU News Director Stacey Woelfel in an e-mail to student reporters.

    JEFFERSON CITY - Missourians may get more out of their money during this year's summer sales.

    The Missouri Senate Wednesday amended a bill that would establish a time period during which sales taxes would be waived.

    . House Restores Special Education Funding (04/03/02)
    JEFFERSON CITY - During the first day of House debate on the budget, $15 million was restored to special education in the Elementary and Secondary Education Budget.

    Despite objections from the House Budget Chair, the funding came from money set aside as supplemental funds.

    . Missouri House Sends $720,000 Message to University of Missouri (04/03/02)
    JEFFERSON CITY - The House adopted three amendments Wednesday which, if approved by the Senate, would cut the University of Missouri budget by a total of $720,000 in retaliation against University policies.

    The amendments were specifically aimed at Columbia's Channel 8 news director, a political scientist from Kansas City and a St. Louis lobbyist.

    . Property Tax Bill Hits Senate Floor (04/02/02)
    JEFFERSON CITY - The Missouri Senate began discussion on the property tax bill Tuesday afternoon.

    The bill changes property tax assessments, allows the choice of tax payment by credit card, and puts a cap on property tax increases.

    . State-Funded Senior Prescription Program Starts Enrollment (4/2/02)
    JEFFERSON CITY - Missourians 65 years or older not receiving Medicaid Coverage can now sign up for prescription assistance from the State.

    Single Residents must make less than $17,000 a year while married couples must make less than $23,000 a year to be eligible.
