JEFFERSON CITY - The 8th U.S. Circuit Court of Appeals upheld Friday Missouri law limiting campaign contributions from state parties to individual candidates.

    . Gov. Holden activates National Guard to provide extra security at Callaway, University of Missouri-Columbia nuclear sites (11/01/01)
    JEFFERSON CITY - Gov. Holden activated 30 military police officers from the National Guard on Thursday to provide heightened security at Callaway Nuclear Plant and the University of Missouri-Columbia's nuclear reactor. Meanwhile, FAA regulations now forbid aircraft from flying within an 11.5 radius of the Callaway and Kansas City plants.

    JEFFERSON CITY - Director Maureen Dempsey says Missouri is ready to combat a bioterrorism attack, but there is still room for improvement. Dempsey says that while it may seem the department is unprepared, answers will only come with time.
    . Missouri's Cold Weather Rule could soon undergo changes (10/31/01)
    JEFFERSON CITY - Missouri's Public Service Commission held hearings Wednesday about changing the Cold Weather Rule.

    Advocates of changing the rule want to allow more low-income households that are unable to pay their bills to get their primary heat source turned on in the winter months.

    JEFFERSON CITY - The future chief of staff for Gov. Bob Holden said in committee hearings Wednesday that the governor may not be able to allow service fees under his executive order.

    The hearing of the Senate Special Committee on Collective Bargaining Wednesday was again boycotted by Democrats.

    . Things Run Smoothly While Secretary of State is Away (10/29/01)
    JEFFERSON CITY - Spence Jackson, Director of Communications, for Secretary of State Matt Blunt says the office is running is running smoothly despite Blunt's absence for naval duty.

    Jackson says Dan Ross has done a fine job running daily operations and communicates with Blunt on a regular basis regarding any major decisions or changes through e-mail or phone.

    . PSC to See if an Emergency Rule Needs to be Added to Cold Weather Rule (10/30/01)
    JEFFERSON CITY - 29,000 households could go without heat this year. Another 50,000 are facing disconnection of heat related services.

    Wednesday the Public Service Commission will consider adding an emergency rule to the Cold Weather Rule to help some of these Missouri households.

    . Missouri State Manual will include pictures of veterans (10/29/01)
    JEFFERSON CITY - The "Missouri Mule" flies again in the newest version of the Missouri Official State Manual -- a tribute to veterans.

    Columbia resident George W. Parker will be pictured in the manual with his B-26 marauder from World War II.

    Secretary of State Matt Blunt started the contest to emphasize this manual's theme: "Missouri's Patriotism -- Then and Now."

    . MoDOT employees received prizes and wages for equipment-handling competitions (10/29/01)
    JEFFERSON CITY - State Auditor Claire McCaskill criticized a Missouri Department of Transportation practice of giving prizes to employees who competed in equipment-handling competitions, known as roadeos.

    MoDOT refers to the practice as a safety training exercise, but it cost the state over $870,000 in wages and prizes for participants.
