The legality of an executive order issued by Governor Holden on union rights is up for debate by state legistlators.

A committee meeting to investigate the union rights executive order heard testimonty from Mike Hartmann, the governor's next cheif of staff.
He said he is unsure which state departments fall under the governor's direct control.
Only those departments would be subject to the union rights order allowing union fees to be collected from non-union workers.
Senator John Russell of Lebanon is the Chairman for the committee.

Mike Hartmann will fill the position once his replacement for the commissioner for office of administration is found.
He testified to a special committee that the governor's office is not sure which departments fall under Govenor Holden's direct control.
The union rights order would apply to those departments, giving unions the right to deduct member fees from non-union workers.
The special committee is chaired by Senator John Russell of Lebannon.
There were no Democratic Legislators at Wednesday's committee meeting.
