JEFFERSON CITY - The Senate approved a 2002 Missouri budget Thursday that lacks a pay increase for state employees.

    JEFFERSON CITY - After a week of accusations and in the midst of an on-going legal battle, Governor Bob Holden has nominated two Republicans to serve on the state's redistricting committee.

    . Cardinals stadium plan has tough road ahead (04/19/01)
    JEFFERSON CITY - In just a matter of minutes, both Gov. Bob Holden and Speaker of the House Jim Kreider made statements signaling a difficult path for the ballpark proposal.

    Holden announced the state expects an additional $50 to $100 million dollar budget shortfall.

    That means any plan with a large fiscal note, including the Cardinals issue, will be under increased scrutiny.

    JEFFERSON CITY - The Missouri House passed and sent to the Senate legislation that would allow gambling on televised horse races in other states at Missouri-based race tracks.

    proponents argue that off-track betting is needed to get encourage a business to develop a horse race track in Missouri.

    Although Missourians approved on-track betting in 1984, no race track has been developed.

    JEFFERSON CITY - Gov. Bob Holden continues to ignore calls from both House and Senate members that he take a stance on the Cardinals new stadium issue currently in front of both chambers. He says he is currently studying the issues - especially the financial effects - and will announce his position as soon as it is finished.

    . Dolan submits redistricting map to Senate committee (04/18/01)
    JEFFERSON CITY - State Rep. Jon Dolan, R-Lake St. Louis, suggested extending U.S. Rep. Richard Gephardt's district farther north and west and adding Cole County to the 9th district in a sparsely attended public hearing on congressional redistricting Wednesday night.

    Dolan submitted a new map of redrawn district lines to the Senate Redistricting Committee. He called his map a "working document."

    . Holden's plan would give Mo. schools $1 million for character education programs (04/18/01)
    JEFFERSON CITY - Robert Wilson, a fifth grader at Southern Boon County 3-5 Elementary school in Ashland, said he enjoys helping plan character eduation assemblies at his school because they get to "talk about respect."

    Wilson is a member of the student council which helps plan and run the school's character education program. This kind of character based education is an example of one of Gov. Bob Holden's major policy initiatives this legislative session.

    JEFFERSON CITY - Missouri's governor scored his first major victory in his first legislative session.

    The Missouri legislature passed has emergency appropriations request to use $126 million of the state's tobacco settlement money for a predicted budget shortfall.

    . A proposed pay raise for nationally certified teachers goes to the full Senate (04/18/01)
    JEFFERSON CITY - The Senate education committee passed a bill that would give national board certified teachers a five-thousand dollar a year pay raise.

    Opponents say local school boards should be given money to distribute to the teachers they feel should be given incentives.

    Right now, only 44 of 60,000 teachers in Missouri are national board certified.

    . The House approves legalizing hidden guns in cars. (04/17/01)
    JEFFERSON CITY - The Missouri House has voted to allow adults to conceal weapons in motor vehicles.

    The provision to was adopted as an amendment to broad anti-crime bill. The House adjourned Tuesday before reaching a vote on the full bill itself.

    The amendment was offered by the House majority leader, Rep. Wayne Crump, who also is sponsor of legislation to legalize concealed weapons.

    JEFFERSON CITY - The Rev. Larry Rice, former gubernatorial candidate, and Rep. Jim Murphy held a press conference on the state capitol's steps.

    They responded to the changes in the bill, saying they still don't do enough to make the bill sound policy, and they gave out a newspaper with arguments against the plan and the names and phone numbers of all state senators and representatives.
