Wrap: Republican Senator Jason Crowell says the fee would be ruled unconstitutional because the bill would ask customers to pay a two dollar fee for an early site permit.

Pro Tem Robert Mayer agreed to stop discussion of the bill last week after Crowell raised a point of order about the fees.

Representative Kelly says the new plant is vital to the long term energy supply of Missouri.

The plant would be Callaway County's second nuclear power plant.
