Wrap: Missouri Auditor Tom Schweich reported the Department of Revenue broke the law for more than 6 months.
The Department required clerks to photocopy and store license applicants personal records.
Schweich said the Department ran into trouble after it failed to publish a formal rule change that started the policy.
The Revenue Department refused to comment, but did say in a statement "The Department fulfilled its duty to provide safe and secure state-issued photo IDs while protecting the privacy of Missourians".
