Intro: Two Missouri State Agencies have different opinions on how to deal with the state unemployment problem.

The Missouri State Unemployment Council met to discuss its projection for a Missouri Unemployment Trust Fund. The goal is to create a state trust fund that can pay off debts in bad economic times without raising state taxes. State Department of Labor Director Todd Smith said there is a disconnect between his Department and the way the Department of Economics handles unemployment.

Description: "Economic Development is saying okay how can we get a well trained work force for the future so that we will be able to attract these jobs. Whereas we are probably a little more immediate, how do we get this person off of unemployment."

The Missouri Department of Economic Development focuses on job training and career assistance programs through the Missouri Division of Workforce Development.

Jim Kistler is the President and CEO of Associated Builders and Contractors, Inc. He is working with the Missouri Unemployment Council to draft legislation that will improve unemployment services and offers a business perspective in the group's efforts. Kistler said the discussion needs to not only be on delivering unemployment benefits but also on assistance in finding new jobs.

Description: "Missouri did not do a good job in helping people become re-employed.  It's a discussion I have been trying to push since 2004 with the creation of this council.  And today we finally had some discussion from this council about maybe there are ways that we can improve re-employment services."
