JEFFERSON CITY - In a nearly unanimous vote, Missouri lawmakers rejected a proposal to raise salary caps for themselves and other state elected officials Thursday.

But the vote was largely symbolic. Even if the proposal had passed, funding for higher caps would have required a separate bill.

    JEFFERSON CITY - The new face of leadership that took control of the Missouri legislature this month has already made its mark on the workings of the general assembly.

    The new team taking charge of the first Republican majority in the House in 48 years is enthusiastic, energetic and excited, according to Speaker Pro Tem Rod Jetton, R-Marble Hill.

    . Missouri's system for financing foster-care families is held in violation of law. (01/22/03)
    JEFFERSON CITY - A federal judge held that Missouri's system of paying foster-care families violates federal law.

    The judge held that Missouri's reimbursement system doees not comply with a federal provision that requires families be covered for costs such as food and clothing for a foster child.

    The judge game Missouri two months to come up with a method to assure those costs are reimbursed by the state.


    . Justice Ronnie White will become the first black chief justice of the state Supreme Court in the state's history. (01/22/03)
    JEFFERSON CITY - A couple of years after Republican Senators, led by Missouri's Republican U.S. Senator, blocked confirmation of Missouri judge Ronnie White to the federal appeals court, Missouri's Republican-controlled legislature was told Wednesday White would become the state's top judge.

    In a State of the Judiciary, the Chief Justice of Missouri's Supreme Court also announced a commission to address abuses in the state's foster-care system.

    . The Missouri governor's budget plan gets a cold reception from a key legislative committee. (01/21/03)
    JEFFERSON CITY - Members of the Senate Appropriations Committee voiced concerns and, in some cases, opposition to elements of the governor's plan for balancing both this fiscal year's budget and next year's.

    The reaction came as state Budget Director Lynda Luebbering testified before the committee in her first public legislative appearance since the governor unveiled last week his package of tax hikes, borrowing and cuts.
