Description: Expand the definition of lobbyists. Create an independent Ethics Commission investigator. Ban lobbyist contributions to legislators and the governor during legislative sessions. Discharged from committee by petition and put on a calendar of Senate Bills Taken from Committee. The SS is liimited to campaign finance issues. The HCS imposes limits on lobbyist gifts to legislators, imposes a waiting period for an ex-legislator to become a lobbyist. On April 26 H Rules refused to allow House debate on the Ethics Committee substitute, sending the bill back to committee.

The SS combines the Water Patrol and the Highway Patrol. It also includes studying merging the departments of Health, Mental Health and Social Services. The patrol merger is part of the budget-savings package of the administration that would save about $2 million.
