During the committee hearing St. Clair Republican Dave Hinson asked why referees were not included in the bill.

The executive director of the Missouri Brain Injury Association, Maureen Cunningham, responded they wanted to keep the focus on coaches.

Description: The thought was to keep the removal of play with the coach who is responsible, or with the licensed athletic trainer on the sideline of the contest. So that's the reason that the game officials were not officially listed initially.

But the bill sponsor said he would not be opposed to an amendment regarding officials.
