OutCue:  SOC

Wrap:Colleen Coble, the director of the Missouri Coalition Against Domestic and Sexual Violence, told the Senate Judiciary Committee she would like the bill to address who would be monitoring the wearer of the device and if it will be in real time.

Coble would also like there to be clarification as to who is supposed to let the victim know that a monitoring device is being worn by the victims abuser.

Actuality:  210CC2.WAV
Run Time:  00:11
Description: "An important aspect of Senator Emery's bill is the informed consent of the victim, to make sure that it is clear which entity has the responsibility for gaining that consent."

No one spoke in opposition of the bill.

If passed, the monitoring device would be programmed to alert authorities when someone entered a restricted area.

Description: "What we've learned from other states the most effective GPS systems, in cases where there has been domestic violence in a court finding of domestic violence, is to be very specific as to who is monitoring this in real time."
