Wrap: During the debate, representatives voted down an amendment that would create a scholarship program allowing qualified students to transfer to another school district.

St. Louis Democratic Representative Genise Montecillo says her son was bullied at school but the measure is not the right solution.

Description: "Because you said there is bully everywhere, we as adults dealing with bullies; he needed to learn how to deal with bullies. My fear is if we just allow students to move, we don't help them to learn how to deal with these situations in the long run."

Other representatives say more policies should be put in place educate bullies, instead of punishing them.

Buchanan County Republican Representative Wayne Higdon shared a shooting story that happened in his district that was caused by bullying. Higdon says, moving student is not helpful.
