Wrap: The state auditor found several problems with the Department of Revenue and Office of Administration's bidding and procurement process for contract license offices.

Concerns included inconsistent application of the contract award point system, not developing written criteria for evaluating bidders, and issuing a contract to a late bidder.

Wrap: The audit identified concerns with the enforcement of policy that was implemented in 20-09. It was created to remove politics from the process, but State Auditor Tom Schweich says it appears that politics are still involved.

He says there is no direct evidence, however, of impropriety.

Schweich says this is concerning because it creates an appearance of political bias.

He says the Department of Revenue was cooperative and willing to implement his suggestions for stricter procedures.

3-thousand-5-hundred fraudulent I-D documents were issued at the St. Joseph Contract Office. There were also two other cases of fraudulent documents being issued.

Schweich says these issues could be avoided by implementing fraud training.
