Wrap: The announcement comes after a number of state officials, including the Governor, have talked about how the state's budget crisis will force a restructuring of state government.

Eight groups of four Senators each will discuss topics ranging from Tax Structure to Social Program reform.

The Senate's top leader, Charlie Shields, says every government program is on the table.

Description: "We have to set aside what many thought were things that we could never touch. Consolidation of departments, looking at healthcare plans, things the government does that we're all accustomed to, maybe that's not what government looks like in the future."

Shields said Missourians can submit their own ideas to the Senate's website.
