Wrap: Dozens of people pleaded with the Senate Appropriations Committee not to cut their programs' budgets.

But this year's state revenue is expected to fall by $1 billion.

Senator Tim Green, a Democrat from St. Louis County, told a University of Missouri spokesperson the money has to come from somewhere.

Actuality:  GREEN1.WAV
Run Time:  00:10
Description: "You, as well as everyone else, is coming up, 'Please don't cut anymore.' So, I'm just gonna start asking people, well, if we don't cut you, where can we cut?"

Green says no one wants to give up their own programs.

Lawmakers expect even more people to testify Tuesday in an all-day session.
