Infant Abigaile Woods was kidnapped weeks ago from her Franklin County home, thanks to the efforts of police staff and other volunteers she was returned safely in a matter of days.
The Governor thanked everyone who helped in the effort to rescue the baby girl.
Blunt also unveiled a new plan making mobile Amber Alert's mandatory on state owned mobile devices.

Governor Matt Blunt officially thanked Franklin Country Sheriff Gary Toelke and his staff after the successful rescue in the Baby Abby kidnapping case.
Toelke took time to praise all involved in the rescue efforts.
