Health Care Bill Stalls in the House

March 3, 1998
By: Caroline Noel
State Capital Bureau

Opposition in the House continues to stall a plan to extend state healthcare coverage to farmers and small employers. Caroline Noel has the story from Jefferson City.

A vote on Boone County Representative Harlan's bill has been delayed due to a series of amendments...the majority of which have been proposed by legislators who work for insurance companies.

One such amendment would have virtually killed the bill by voiding the requirement that insurance companies submit bids to the small employer pool. Kansas City Representative Shields sponsored the amendment and says he's concerned the bill will increase the rates for state employees.

Actuality: You've raised the risk factor for all people bidding and they're going to bid higher..."

Shields did admit that his arsenal of amendments to defeat this bill has been depleted. After the House session adjourned, he acknowledged, "I would not envision myself offering future amendments. I don't think [the bill] is to the point where I could vote for it."

Debate on the bill will continue Wednesday. From the Capital this is Caroline Noel.
