In contrast, bill sponsor - Representative Susan Phillips, says it is a positive move for women because they will now have all of the information necessary before undergoing an irreversible procedure.
"This bill is for all children of Missouri, including the unborn children, but this is also for all the women of the state to protect them before they go through an irreversible proceedure," said Susan Phillips, R-Kansas City and the House sponsor of the bill.
The 104-page bill is the only comprehensive measure on foster care that House Children and Families Committee Chair Susan Phillips said she expects the House to pass this session.
