The members base their arguement on the caucus' longstanding tradition to rotate the chairmanship between St. Louis and Kansas City, with the chairman and vice chairman from different cities. Rep. Quincy Troupe, D-St. Louis, has been a member of the caucus for 22 years and said the position has always rotated during his tenure, with the vice chairman always becoming chairman.
"It shows a lack of priority when the rest of the country is trying to forget about the insanity of slavery and the concepts of slavery forever," said Rep. Quincy Troupe, D-St.Louis.
JEFFERSON CITY - A week after St. Louis Rep. Quincy Troupe charged racism over a similar proposal, the House Municipal Corporations Committee heard testimony on both sides of a plan to take control of Lambert airport away from the city.
On Tuesday, during a radio interview on the possibility of transferring control of Lambert Airport from St. Louis City to a regional board, Rep. Quincy Troupe, a Democrat, tarred the measure's sponsor as racist. Sen. Steve Ehlmann, Troupe said,"just needs to put on his hood and declare himself the grand dragon or the imperial wizard."
Rep. Quincy Troupe, D-St.Louis, introduced the other bill. He said that "women suffer a lack of support. Even if vasectomies are covered, insurance companies don't deal with the real problem."
