Wrap: St. Louis County Democratic Senator Gina Walsh proposed an amendment to a school transfer bill that would prevent money from the voter-established Children's Fund of St. Louis County from being diverted for other purposes without an additional vote. Fellow St. Louis Democrat Maria Chappelle-Nadal said a required vote would take away funding from communities that need it.
