Among the three Senate members who signed the bill was Sen. John Scott, D-St. Louis, a staunch supporter of tax breaks for parents who send their children to parochial schools.
"The minute we put something down to help a parent, it is disgraceful," Sen. John Scott, D-St. Louis, said to House Speaker Steve Gaw during Wednesday night's committee meeting. "You want to deprive poor people of buying food over your bigotry dealing with catholic schools."

More than halfway through the debate, Sen. John Scott, D-St. Louis, said there is not enough time for a bill of such importance to make it through both chambers of the General Assembly by May 16, the final day of this year's session.
