Animal abuse will no longer be tolerated in a bill passed by the Senate. Previous law required both the mutilation and torture of animals in order for a person to be convicted of abuse. However, St. Louis Senator John Scott says this led to some problems.
The bill easily won the approval of senators, who clearly stood against homosexuality. When it came time for Sen. John Scott, D-St. Louis, to vote, he squealed in a high-pitched effeminate voice, prompting the Senate to burst into laughter.
"If you think of the patient who's on one of these health care plans," said bill sponsor Sen. John Scott, D.-St. Louis. "And then the doctor is frozen out of the plan, then the patient no longer has access to the doctor he has faith in."
Once again, St. Louis City Senator John Scott has proposed a bill that would impose much tougher state regulation over health maintenance organizations.
