"Where is the equity? The St. Louis school district is not poor. Those people (in rural districts) are poor," Sen. John Russell, R-Lebanon, said of the children in his and other rural school districts. "Constitutionally we have the responsibility to equitably fund the districts."
The pension tax cut, sponsored by Sen. John Russell, R-Lebanon, would exempt the first $6,000 of a private pension from the state income tax - extending the tax exemption now provided for government pensions. The price tag for the exemptions would reach approxiately $60 million after a full year.
"You cannot justify giving lots of money for St. Louis and Kansas City students and not as much for rural students," decried Sen. John Russell, R-Lebanon Tuesday on the Senate floor. "We have some kids who need some help also. I think the proponents need to look at the bill again."
"The original authority to collect tolls on bridges was done a few years ago," said bill sponsor, Sen. John Russell, D-Lebanon. "This just has stronger language to allow them to initiate a stop order for those who fail to pay tolls."
