During the last legislative session, Rep. Jim Lembke, R-St. Louis County, sponsored a constitutional amendment that would return Missouri's system to a system similar the federal approach in which the president nominates judicial selections who must be confirmed by the Senate. Under Lembke's plan, the governor would pick a judicial nominee who would be subject to Senate confirmation.
Rep. Jim Lembke, R-St. Louis County, said the original November ballot issue establishing a constitutional right for stem-cell research was approved because of "creative marketing" and contains a loophole that voters were not aware of at the ballot box.
The bill's sponsor, Rep. Jim Lembke, R-St. Louis, said that the procedure is tantamount to cloning and that voters were unaware of this when voting for the amendment.
