But the Senate Appropriations Committee Vice Chairman, Harry Wiggins, said he is not so sure. He has examined the contracts governing the administration of the program.
"I think this is an example of a department trying to legislate by fiscal note," said committee member Sen. Harry Wiggins, D-Kansas City, who voted to defeat Moseley's request.

Sen. Harry Wiggins, D-Kansas City, introduced the bill as a response to the 1988 Hazelwood East censorship case. The U.S. Supreme Court held that school officials have the right to censor any school-sponsored expressive speech activities. This allowed administrators to edit student publications before they are printed.
