A former prosecutor, Sen. Harold Caskey, D-Butler, handled the bill in the Senate. He said that this measure will be important in the "arsenal for fighting crime."
Senator Harold Caskey, a democrat from Bates County, sponsored the controversial bill that will route most of the dollars into St. Louis and Kansas City schools.
"I think that it is an inefficient way to collect taxes and support the government," said Sen. Harold Caskey, D-Butler, a major opponent to legalized gambling for several years. "It takes money from people's pockets who should be feeding their families."
The bill sponsored by Sen. Harold Caskey, D-Butler- would move the decision of license revocation from the director of the Child Support Enforcement Division to the courts.
Bill sponsor, Harold Caskey, D-Butler, expressed concern that these districts could face catastrophe if, after the courts stop ordering desegregation payments, the state does not agree to continue some level of extra funding to the urban districts.
"The first three stops the driver only gets a warning," said the bill's sponsor, Sen. Harold Caskey, D-Butler. "The driver is going to be safer if he buckles up. With cars having air bags, if you are not wearing a seat belt not only can you be injured in an accident, you can be injured by the air bag."
Danforth was joined by both Republican and Democratic legislators from both sides of the state endorsing legislation sponsored by Sen. Harold Caskey, D-Butler.
"You're changing it from a rule, which really has no enforcement mechanism, to penalties," Senate Ethics Committee Chairman Harold Caskey, D-Butler, said at a Tuesday hearing.
