"The amendment was so poorly written as to be unconstitutional," said Rep. Don Lograsso, R-Blue Springs. "It didn't define what kind of advertising or the areas in which it would be prohibited."
"They are putting unreasonable restrictions on debate and amendments and the membership is not going to bow to that," said GOP Assistant Leader Don Lograsso, of Blue Springs. "It's not a lack of discipline of the legislature, but a lack of the belief of the system by Democratic leadership."
Columbia Representative Ken Jacob begged his House colleagues not to load his income tax bill with amendments. He said the House leadership had given him until noon Tuesday to get a vote on the bill. After that, he said, it would be time to move on to other matters. At 11:56 an amendment to add a deduction for private school tuition was raised, and Jacob walked off the floor. Republican Don Lograsso from Kansas City says the time restriction was an artificial attempt to limit debate.
Minority Whip Don Lograsso, R-Blue Springs, said the Republicans have made it very clear that Griffin should resign and allow Speaker Pro Tem Jim Barnes, D-Raytown, to preside.
