Description: Establish provisions by which a parole or probation violator is not returned to prison. Establish a point system for early completion of parole or probation for good behavior. HA 2 excludes spanking from child abuse. HA 4 allows parole fo life-sentence inmates 60 years or older without a prior violent felony conviction.
