Description: Allow electric utilities to charge ratepayers for the costs of seeking a nuclear plant permit up to a total of $45 million. The rate increase would be allowed only after an early site permit is granted. So-sponsored by more than one-half of the Senate. The original bill, SB 50, did not have a cap on CWIP (construction work in progress) charges.
