Effectively prohibit Planned Parenthood or other family-planning agencies from getting state funds for family planning. Technically, the bill establishes a priority for agencies that get family planning money that is limited to government-owned facilities, hospitals, rural health clinics and health centers established under federal law to serve medically underserved populations.
