Prohibit state services to illegal foreigners. Require higher education institutions to certify annually that illegal foreigners have not be admitted. Impose fines on businesses that hire illegal aliens and make them responsible for their subcontractors that hire illegals. SCS contains a number of other bills on illegal foreigners. The H Rules Committee sent the bill back to the H Immigration Committee on May 12, with 4 days left in the session. H Immigration reported out another version on May 15.
