Prohibit local government for enacting ordinances that restricts or controls abortion-alternative agencies, except for safety codes and zoning. The HCS also would prohibit local government from requiring an employee to participate in an abortion, require the sale of real estate to an abortion facility or require an employer to provide abortion coverage.
