Expand an exemption to the requirement that the rider or operator of an autocycle wear a helmet to include autocycles without a roof. Repeal a provision that limits the exemption only to autocycles that have a roof. The House-passed version creates a separate registration category for autocycles.

Description:
Various changes in a law passed in 2016 (HB 1941) that authorizes, regulates and taxes fantasy sports gambling. Add language that bases the taxes on the income from players in Missouri. Provide a right to delay paying winnings for up to 15 days if the perator believes the player engaged in fraud. Impose an annual licensing fee for operations with net revenues of $2 million or more in a year.

Description:
Shorten the number of weeks for which a person can collect unemployment compensation if the state's unemployment rate drops below nine percent. Make the number of weeks of eligibility a sliding scale based on the unemployment rate to as low as 13 weeks. The governor vetoed a similar bill, HB 150 in 2015. The legislature overrode the veto, but the override was struck down by the state Supreme Court based on the Senate delaying a vote on the override until the veto session.
