Various changes in regulations governing movers. Exempt intrastate household goods movers from having to file rates with the state Transportation Commission. The CCS restricts local government powers to regulate highway billboards. The HCS and CCS became an omnibus transportation bill including special license plates, billboards, highway signs, highway design-build contracts, off-highway vehicle regulation, salvage yard inspections, crime of endangering a highway worker, limited driving permits and more.
