Change provisions in the bill passed a few years ago to tequire an auto driver maintain at least three feet distant when overtaking or passing a bicycle. Restrict the penalty to if an accident occurs. Expand it to cover passing a bicycle on a road shoulder. Set a 3-foot distance requirement.
