The legislative figures cover the first full year of implementation.
The total represents the unduplicated cost of the combined bills. Because some tax breaks are included in more than one bill, the total cost row will be smaller than the sum of the costs for the individual bills.
The largest difference between legislative staff and the administration is SB 612. The bill includes a requirement that the Revenue Department provide prior notice to merchants before imposing a change in sales tax rules. The administration placed a cost of nearly $200 million in expected tax losses from that requirement. Legislative staff reported they could not estimate the cost of that provision and, thus, gave no figure.
Legislative figures are from legislative staff, although the unduplicative total costs are the administration's estimates since there was no comparable "fiscal note" figure for the combined cost of bills..
Legistative staff estimates often are imprecise. They can include wide ranges of estimates. Sometimes they start with "Unknown to" followed by a figure or a figure followed by "to unknown." An actual figure in a staff estimate can include a phrase such as "more than," "could exceed" or "up to." For this table, the highest precise figure given by legislative staff was used. Zero (0) was used if the cost was simply "unknown."
