Wrap: The House bill establishes a retroactive tax on Missourians who purchased a car out-of-state or through a private transaction.

Nixon says this bill will impose taxes without voter approval, but the bill's sponsor, Kansas City Representative Ryan Silvey says that is not the case.

Description: Any time these taxes have been voted on on local municipalities for the last 60 years, it was assumed that the tax would also apply to the sale on cars. So, to say that the individual never had a chance to vote on this, they did. They had a chance to vote everytime that the local sales tax rate was voted on.

Silvey says he will attempt to override the Governor's veto on the bill during the legislative veto session, which begins next Wednesday.
