The bill's sponsor is Republican Jackson County Senator Will Kraus.

He says his plan would force the federal government to explain why they aren't doing their job.

If passed, the plan would go on the November 2012 ballot.

Wrap: The Senate debated the plan but ran into opposition from Democratic Saint Louis County Senator Maria Chappell-Nadal.

Actuality:  NADAL3.WAV
Run Time:  00:04
Description: "I'm trying to figure out what this means, other than saying, 'hey do your job'."

Chappell-Nadal says Missouri doesn't have an illegal immigration problem.

Kraus says the federal government does and he says while Missouri is losing a congressional seat, border states are gaining representation because illegal immigrants count toward a state's population.

If passed, the plan would be placed on the November 2012 ballot.
