Kelly's proposal would submit to Missouri voters repeal of a law that prohibits an electric company from charging customers the costs of building a new plant until after the power plant begins production.
Building this plant will cost anywhere between six and eight billion dollars.
AmerenUE has said that it cannot finance construction of a second nuclear power plant without being able to charge financing costs while the plant is being built.
In 2009, the company dropped it's efforts for a new plant after facing stiff opposition in the state Senate to a measure similar to that proposed by Kelly.
The governor's office refused to comment.
