Wrap: The Missouri Senate passed legislation that will create one Board of Education to oversee all public schools and public higher education.

This new board will be made up of 6 members, rather than the current 8.

These changes will create millions in cost cuts, but Senator Charlie Shields, a Republican from Buchanan County, says this is not the reason for the bill.

Description: "I think you can create a better system of education in the state, a more efficient system, a seamless system where you don't lose students in the cracks between, for example, high school and college. We can get the higher education people working with the K-12 people. I think we can do better and we'll end up, in the end having a better educated citizenry in Missouri."

If the changes are approved by the house, the public will have the opportunity to vote later this year.

Wrap: These changes will create one consolidated Board to govern all public schools and public higher education.

Only two senators voted against the legislation, one Republican and one Democrat.

Frank Barnitz, is one of the two senators who opposed these changes.

Barnitz represents rural southeast Missouri.

Description: "I just think that it was moving too quickly. We haven't had time to vet this piece of legislation that we had before us. I'm concerned about the over-reaching power of this super education board that's being formed and think that some negative outcomes to higher education could occur."

Barnitz also said this issue needs to be given more thought before it goes to a public vote.
