The House debated whether to borrow more money to bail out the state's currently bankrupt fund for unemployed workers. Lawmakers say the biggest question is whether the state should add more money to the fund by issuing bonds.
Republican Representative Todd Smith says the bond issue is a good start to fixing the problem.
