Kelly Says She Did Nothing Wrong

But it was use of her government phone, FAX and stationary to reserve the rotunda for her speech that dominated the post-rally news conference.

Watching Kelly's festivities on the side-lines was the incumbent governor's campaign manager -- Roy Temple.

While not making any direct attack on Kelly's actions, Temple says the Democratic governor would not use state government resources for a partisan political rally.

Missouri's State Auditor has defended her campaign's use of state government resources for a political rally in a campaign for Missouri governor. Phill Brooks has the story from Jefferson City:

No mistakes were made -- that was the answer from state auditor Margaret Kelly to reports that her government-office stationary, FAX and phone had been used to reserve a site for one of her campaign events.

The event was her campaign kick-off rally held in the rotunda of the state Capitol.

Watching the rally was the Democratic governor's campaign manager Roy Temple who declined any direct attack on Kelly's actions:

The question Temple raises was a major issue just a few years ago, when the 1992 Republican candidate for governor went to prison after pleading guilty to federal charges of using government resources for his campaign.

But Kelly says that was a much different issue than her office simply asking to reserve the Rotunda of the Capitol for a campaign event.

Once again, she proposed a half-billion dollar tax cut -- but provided no details on what taxes would be cut or how the state could afford the revenue loss.

There, the focus was on Kelly's use of her government stationary, FAX and phone to reserve the Capitol Rotunda for her political rally.

Kelly said it was not wrong, that she's done it several times before.

But the Democratic governor's campaign manager said they do NOT use government resources for partisan, political events.
