In her formal speech, State Auditor Margaret Kelly talked about taxes, education and crime.

But it was use of her government phone, FAX and stationary to reserve the rotunda for her speech that dominated the post-rally news conference.

Kelly stood firm that nothing wrong had been done:

Watching Kelly's festivities on the side-lines was the incumbent governor's campaign manager -- Roy Temple.

While not making any direct attack on Kelly's actions, Temple says the Democratic governor would not use state government resources for a partisan political rally.

No mistakes were made -- that was the answer from state auditor Margaret Kelly to reports that her government-office stationary, FAX and phone had been used to reserve a site for one of her campaign events.

The event was her campaign kick-off rally held in the rotunda of the state Capitol.

Watching the rally was the Democratic governor's campaign manager Roy Temple who declined any direct attack on Kelly's actions:

The question Temple raises was a major issue just a few years ago, when the 1992 Republican candidate for governor went to prison after pleading guilty to federal charges of using government resources for his campaign.

But Kelly says that was a much different issue than her office simply asking to reserve the Rotunda of the Capitol for a campaign event.

Taxes, education and crime are the themes Republican State Auditor Margaret Kelly sounded when she kicked off her campaign for Missouri governor. But as Phill Brooks reports from Jefferson City, the details are awaiting:

State Auditor Margaret Kelly says she'll start unveiling her specific proposals next week.

Once again, she proposed a half-billion dollar tax cut -- but provided no details on what taxes would be cut or how the state could afford the revenue loss.

The lack of details got the attention of the Democratic governor's campaign manager, Roy Temple:

Temple's boss -- governor Mel Carnahan -- already has proposed near elimination of the state sales tax on food and tax credits for some college tuition.

But the total cost is well below Kelly's promised package of one-half billion dollars in tax cuts.

Taking a page from Republican Presidential Candidate Bob Dole's acceptance speech, the Republican gubernatorial candidate has launched her own attack against teacher unions. Phill Brooks has the story from Jefferson City:

In a campaign kick-off rally, State Auditor Margaret Kelly issued a direct warning to the Missouri Education Association -- and it's parent organization, the National Education Association:

While education dominated Kelly's kick-off rally speech, a quite different issue dominated the post-rally news conference.

There, the focus was on Kelly's use of her government stationary, FAX and phone to reserve the Capitol Rotunda for her political rally.

Kelly said it was not wrong, that she's done it several times before.

But the Democratic governor's campaign manager said they do NOT use government resources for partisan, political events.
