Sam Leake 1995 Bills

JEFFERSON CITY - The choice of the House Democratic Caucus to be Missouri's next speaker has focused his legislative efforts on agricultural and community development legislation. During the 1995 session, bills sponsored by Rep. Sam Leake, D-Laddonia, were:

• Let the state sell or give part of Mark Twain State Park to a local farm.
• Limit local government powers over billboards in commercial areas and also allow ordinances that are tougher than the state standards.
• Raise maximum interest allowed on some small loans.
• Allow a motorcycle learner permit for person at least 15-and-one-half years old who has completed a training course.
• Restrict economic development tax breaks to corporate farms.
• Make farm cooperatives eligible for various economic development programs.
• Allow water district annexation by petition with no notice of a hearing required if a majority of the property owners consent in writing.
• Allow local sales tax increase for economic development if approved by the voters.
