Description: Changes in special road district commission membership. Allow members from outside the district if the member lives within the county. Cease holding voter elections for commission members if there have not been candidates in the past two elections. The House added several unrelated provisions dealing with county nuisance ordinances, exempting commercial vehicles from nuisance ordinances in some cases, changes in business tax breaks in port authority zones, expanding authority for some counties to impose taxes on tourist attraction tickets.
