Description: Increase the maximum fee for explosives from $2 per ton to as much $7.50, but prohibit the fee being higher than the cost of administering the explosive-use law. The House-amended version exempts use of explosives from noise-nuisance lawsuits in some cases such as use under a federal permit. Also exempt explosive use from nusiance noise ordinances if regulated by a state law on explosives.
