Description: Establish a grant program to cover educational costs for lower income persons 25 years of age or older in a program that prepares students to enter an area of occupational shortage as defined by the Higher Education Board. The program must be one that awards "a certificate, degree, or other industry-recognized credential." Funding would be subject to appropriation. One of the governor's two top legislative priorities. The SS expands charter schools and has provisions for funds to private schools.
