Description: Make mandatory good-time credit for a prison inmate that now is discretionary upon recommendation of the prison's superitendent superintendent. Require the Corrections Department adopt rules for earning good-time credit. Lower a life-sentence without parole to either 50 or 30 years (with good-time credit earned) depending on when the sentence began.
