    Description: Lower from eight percent to 5.8 percentage of voter signatures required to put a constituitonal amendment on the balllot, but require the minimum signatures be collected in every congressional district. Currently, the Constitution requires eight percent from two-thirds of the congressional districts (six of Missouri's current eight districts).
