    Description: Impose a 60-day deadline for the governor to fill a county commission vacancy and make the appointment subject to Senate confirmation. The House-passed version also gives the county commission power to fill vacancies of county offices, rather than appointment by the governor. It also contains a provision giving land owners the right to have systems fof providing potable water.
