Wrap: St. Louis City Senator Jamilah Nasheed said the summer jobs program is vital to St. Louis and Kansas City youth. She added that if the funding is pulled, she and others planned to filibuster.

The Summer Job League places Missourians from ages sixteen to twenty-four into paid jobs.

St. Louis City Representative Bruce Franks proposed the House amendment to give the program six million dollars, after the governor's budget proposed not funding it.

The General Assembly must pass the budget by May 5th to avoid a special session later this year.

Wrap: St. Joseph Senator Rob Schaaf said managed care in Medicaid would hurt next year's budget.

Managed care is a Medicaid program that pays certain doctors and hospitals to take a specific amount of patients for a discounted price.

Schaaf has pushed to include a tax credit for elderly renters back in the budget. The average credit is five-hundred dollars. 

Eliminating the tax credit would save the state over fifty million dollars.

Schaff has used the filibuster numerous times this session and has threatened to use it on this issue.

Wrap: The hostile argument began with Republican Senator Caleb Rowden accusing fellow Republican Senator Rob Schaaf of filibustering because of ties to a lobbyist.

Rowden complained of Schaff's ties to a lobbyist he saw as benefiting from a measure Schaaf sponsored.

In response, Senator Schaaf promised to look into Rowden's ethics history.

Schaaf has filibustered Senate proceedings two out of three days this week, and multiple times before then.
