St. Louis City Representative Bruce Franks proposed the House amendment to give the program six million dollars, after the governor's budget proposed not funding it.

Managed care is a Medicaid program that pays certain doctors and hospitals to take a specific amount of patients for a discounted price.
Schaaf has pushed to include a tax credit for elderly renters back in the budget. The average credit is five-hundred dollars.
Eliminating the tax credit would save the state over fifty million dollars.
Schaff has used the filibuster numerous times this session and has threatened to use it on this issue.
